Congress has spent $63 million on a plane that will not fly and that the military did not want in the first place, according to ABC News. The Navy said it would not extend testing when funding runs out at the end of the year even though Congress has appropriated an additional $6 million for the project.The DP-2, designed to take off like a helicopter and fly at high speeds, is 0 for 49 in flight tests. Rep. Duncan Hunter (R-Calif.) has led the effort on behalf of DuPont Aerospace while receiving $36,000 in campaign contributions from the company.The Navy received an unsolicited proposal from Tony DuPont in 1986 for the aircraft but the Pentagon and others have repeatedly reported the technical problems and lobbied to scrap the project entirely, according to Wired.com.
