Each state has straightforward fines for violating traffic laws such as speeding, drunk driving, not having insurance and other violations. As the search for revenue grows, a trend toward "piling on" laws has surfaced. Motorists with repeat violations are assessed added charges that result in higher insurance premiums. If the surcharges are not paid, license suspension results. As James Baxter of the National Motorist Association remarked, (quote) "Perhaps when the hue and cry goes out “there 'oughta' be a law" should say “maybe not." When the Utah legislature turned back a move to raise Interstate speed limits, new anti-motorist measures were passed instead. One new law states that motorists in the left-hand lane must keep at least two seconds space between themselves and the car in front at all times. NMA states:"If the gap is longer than two seconds, you are classified as impeding traffic. If the gap is less than two seconds, you are classified as following too close.
