A friend of FMNN, expressing continued puzzlement over the upcoming US led, international terror drill, writes the following:====This one little sentence from NORAD's Vigilant Shield Fact Sheet keeps jumping out at me ... "The participating organizations will conduct a multilayered, civilian led response to a national crisis."Civilian-led? Which civilians will lead the military in case of a crisis? If civilians lead it, does that mean it doesn't "officially" violate posse comitatus? Remember, the new continuity of government director, formerly Coast Guard, and head of FEMA (under Dept of the Treasury) are civilians. Then why is NORAD running this drill and not FEMA? And, response to national catastrophe was taken away from FEMA and given to Ms. Townsend via NPSD 51. On the other hand, as you read toward the end of [the release], it's clear USNORTHCOM is 'assessing' the situations to determine the need for troops to help local/state authorities...
